The Budget announcement on 16 March 2016 included the following paragraphs which relate to the Landfill Communities Fund (LCF):
"2.180 Changes to the Landfill Communities Fund
At Autumn Statement 2015, the Government announced reforms to the Landfill Communities Fund, including simplification of record-keeping requirements and changes to the scheme's objectives. The scheme's regulator, ENTRUST, will publish guidance shortly setting out the requirements for landfill operators to make a greater contribution to the fund from April 2016."
Draft guidance
Following the above announcement we have published draft guidance relating to the reform of the LCF, which we have agreed with HM Revenue and Customs (HMRC) covering:
- Third Party Contributions;
- Assets;
- Running Costs; and
- Record Keeping.

ENTRUST levy
Following the Budget announcement HMRC have confirmed that the Environmental Body (EB) levy for 2016/2017 will be 2.96 per cent.
EBs must pay a levy on the full contribution they receive from landfill site operators to the LCF regulator, ENTRUST.
